PREAMBLE
We the member of VIVA VOCE COC, imploring the aid of the Divine Providence in order to establish an organization that is just and not bias, an organization that shall embody our ideals, foster unity and understanding through the process of building a big mirror of life and provide more effective means for the attainment of principles and objectives do ordain and promulgate this Constitution and By-Laws.
ARTICLE I
NAME AND OFFICE
Section 1 The organization shall be recognized as VIVA VOCE COC
Section 2 The organization shall hold office at the 2nd floor, behind The Communicator _____Office located within the vicinity of the PUP-College of Communication, Anonas St., _______Sta. Mesa Manila.
Section 3 The organization shall be non-political and non-sectarian
ARTICLE II
GOALS AND PRINCIPLES
Section 1 To formulate and mount organization that will cultivate and hasten the potentials of all interested bona fide students of COC in public speaking and argumentation and debate.
Section 2 To create a sense of responsibility and experience in putting up a live public speaking and debate competitions.
Section 3 To give students opportunities to compete inside and outside the college/university to serve both as training and experience to its members.
Section 4 To maximize and hasten the prowess of the students in various discipline of this area of specialization.
Section 5 To bring honor and prestige to the college as center of excellence in various fields.
Section 6 To promote the vision, mission and goals of the university as well as cultivate patronization of Filipino culture and society that will help build a good sense of nationalism.
Section 7 To be recognized both locally and internationally through competitions and linkages.
ARTICLE III
MEMBERSHIP
Section 1 All bona fide COC students are welcome to join the organization.
Section 2 All students interested to join the organization must undergo and pass the screenings set by the organization.
Section 3 All qualified members will have to choose the respective committee in the organization that they will be part of. Quota on how many members each committee will be under the decision of each Committee heads and the
Exec. Comm.
Section 4 There will be no required exclusivity for its members as long as they fulfill their duties and responsibilities inside the organization.
Section 5 A membership fee of 30php will be voluntarily contributed by the new members of the organization.
Section 6 Membership status shall be defined as follows:
1. Active members
2. Members on leave
2.a Suspension
2.b Termination (will be considered persona non grata)
Section 7 Members will be defined as follows:
1. New Members- 0-365 days of membership
2. Official Members- one year of membership
3. Senior Members- two years of membership
4. Alumni- graduate members of the organization
Section 8 Honorary Membership is granted upon the recommendation of the Executive Committee. It is also acquired when the participants registered and became official part of the various competitions set by the organization.
ARTICLE IV
OFFICERS AND THEIR RESPONSIBILITIES
Section 1 The Executive Committee shall be the highest policy making body of the organization.
Section 2 The Executive Committee shall consist of the President, Vice-President,
Secretary-General and Directors of the following committees:
1. External Relations and Communications Committee
2. Tournament Committee
3. Membership Committee
4. Training Committee
5. Finance and Logistics Committee
Section 3 President
Shall facilitate all the meetings and assign the duties and responsibilities to his/her members. In times of emergency or unexpected event, he/she has the power to assign anyone from the organization to become one of the directors. He/She holds Superior role over his/her subordinates and every transaction shall be submitted to his/her approval.
Section 4 Vice-President
Shall hold responsibility in the absence of the President and collaborates with all the members of the organization. In any event that the President is not able to attend his/her duties, the Vice- President shall take the position.
Section 5 Secretary-General
Shall hold the minutes of the meeting during the General Assembly and meetings, updates all the activities to be done, holds all the files and documents, and is responsible for the documentation of all the projects of the organization.
Section 6 Membership Committee
Shall be headed by the Director of Membership who is responsible for recruitment and screenings for aspiring members of the organization.
Section 7 Training Committee
Director of Training shall have ample knowledge and experience on Public Speaking and Argumentation and Debate and is in charge to conduct trainings and seminars.
Section 8 External Relations and Communications Committee
Responsible for communications, publicity, external relations and linkages to other institutions.
Section 9 Finance and Logistics
Responsible for logistics, auditing, treasury and liquidation on matters of financial concerns.
Section 10 Duties and Responsibilities of Members
1. Every member must maintain his/her prowess and academic integrity.
2. Members shall carry their duties and responsibilities on the committee they belonged with
3. Members shall observe and respect the premises of the office.
4. Members shall settle their financial obligation on time given.
5. Members shall abide by the policies and officers of the organization.
ARTICLE V
RIGHTS AND PRIVILEGES
Section 1 Every member has the right to attend training and workshops given to enhance their skills and capacities.
Section 2 Every member has the right to suggest and comment on every issue and activity of the organization.
Section 3 Every member has the right to vote as long as he/she is a good standing member.
Section 4 No members shall be deprived of his/her privacy as long as they can attend to their duties and responsibilities.
ARTICLE VI
DISCIPLINARY ACTION
Section 1 Any action done by the member that jeopardizes the organization shall be submitted to disciplinary action.
1. Violation of rules, regulations and policies set by the group
2. Any culpable violation of organization policies.
3. Negligence of responsibilities and commitments.
4. Malversation of funds
5. Incurrence of absence in meetings.
Section 2 Shall there be any grave misconduct, the Executive Committee shall conduct an investigation and decide with the approval of the Adviser.
Section 3 Habitual tardiness and absences during meetings can be subjected to disciplinary action.
Section 4 No immunity shall be given to the officers of the organization.
ARTICLE VII
ELECTION
Section 1 Election will be held every year in a nomination procedure.
Section 2 Elected officials should be a bonafide member for 1 year.
Section 3 In any occasion that a problem might arise, the officers can be appointed or the tenure of the officers may be extended via Board resolution duly approved by the Adviser.
ARTICLE VIII
AMENDMENTS
Section 1 Proposals should be passed by any member regarding modifications, ratification or repeal of any provision in the constitution promulgated and approved of by ¾ of the assembly.
Section 2 The proposal shall take effect upon the approval of the majority.
Section 3 The adviser has the right to amend the constitution.
